Standardization of the GSM platform is managed by the European Telecommunications Standards Institute (ETSI). One of ETSI's many tasks is to provide standards that support the introduction of new capabilities and thereby leverage what is already a feature-rich system for mobile communications. ETSI's latest standard extension is often referred to as the Phase 2+ standardization activity.

Phase 2+ addresses end-user needs such as availability and quality of services, the newer data services, and the user interface. ETSI is also in the process of extending the CAPI ISDN interface to include GSM-specific applications, such as Short Message Service (SMS) and broadcas t SMS (known as CBS).
