National or regional ISPs resell Internet connectivity to local ISPs and act as retail ISPs themselves. They often have multiple links to the Internet.
Local or retail ISPs are small companies with one or two lines to the Internet. This category includes proprietary on-line service providers with Internet gateways, such as CompuServe or AOL/Bertelsmann Online.
Commercial Internet exchanges (CIXes) occur at the backbone or wholesale level. They are neutral interconnection points that in some countries connect only to the backbone; in others they also link up with regional and local services.
