Best Overall: VideoLogic GrafixStar 450

There are many affordable 64-bit graphics accelerators, but few can
match the GrafixStar 450's combination of Windows graphics
acceleration and low price. Put simply: This is the lowest-priced
card we tested and it still has the best performance numbers running
NSTL's InterMark benchmark. The GrafixStar 450 uses the 64-bit S3
Virge accelerator chip with a built-in 3-D engine, and it supports up
to 4 MB of EDO DRAM. It also supports Microsoft's Direct3D API.
VideoLogic backs the GrafixStar 450 with a five-year warranty and a
technical support hotline.
