Dr Rakesh Agrawal's article, Hippocratic
Computing: Protecting Our Privacy [BYTE.com, 1/27/2003] suffers a major flaw in describing the situation of
data protection in the European Union (EU). Describing the EU approach to data protection (privacy)
as an implementation of OECD guidelines is incorrect. The current heated
controversy between the US and the EU is precisely on the point that the
US administration supports "soft law," or self-regulation, while the EU has in
place "hard law," i.e.: Here they throw the book at those not complying with
the rather pervasive statutes on data protection (privacy), in force. An
extensive array of relevant information on the subject is available in English
from the European Commission at
http://europa.eu.int/comm/internal_market/en/dataprot/index.htm
In this volume of Best of BYTE, we explore the emergence of some heuristic algorithms. Although we have only scratched the surface of this intriguing subject, we hope we've suggested the potential of the synthesis of heuristics and algorithms.
